He said the Government would be 'creating new opportunities for work over the next few months' and that there would be openings in 'insulation, draft proofing and central heating provision'.
'We are training large numbers of additional people to do that work in insulation,' Mr Brown added.
'That will become one of the employment programmes that can grow over the next period of time.'Tory work and pensions spokesman Chris Grayling said: 'If training people to lag roofs is the best suggestion he can make, then it doesn't say much for his answer to the challenges we face as a nation.'
The figures brought unrelieved gloom from experts. Economist Vicky Redwood of Capital Economics said unemployment was expected 'to rise by a total of around 1.5million to three million by the end of 2010'.
Mr Brown has declared that every Home in Britain should be insulated by 2020 'where practical'.
But ministers have been unable to put figures on how many houses are actually going to benefit from spending on insulation or how many workers will be required to lag them.
